The Blue Card Macao: Your Mandatory Work Permit

The Blue Card process has two big steps and two different government offices. Your employer does almost all the work.

Employment Authorization (DSAL)

Your boss sends the application to the Labour Affairs Bureau (DSAL).

  • Quota Approval → The company must show they tried to hire a local person but could not find one.
  • Written Contract → You must have a proper job contract that follows Macao law.

If DSAL says YES, they send the file to the next office.

The Blue Card Issuance (CPSP)

The Public Security Police Force (Migration Department) gives the final permission.

Steps for you:

  1. You get an Entry Permit for Work (a special visa to enter Macao).
  2. When you arrive in Macao, you must do a medical health check.
  3. Go to the police station, give fingerprints, photo, and documents.
  4. You receive the real plastic Blue Card.

The Blue Card is normally valid for 1 or 2 years and is tied to your employer. If you want to change company, the new company must start a completely new application. You cannot just transfer easily.

Compliance, Renewals, and Financial Details

Worker Rights and Macao Labour Law (simple points)

  • Maximum 8 hours work per day, 48 hours per week (overtime must be paid).
  • After one year, you get minimum 6 days paid holiday per year.
  • There is a minimum wage. In 2025 it is around MOP 7,072 per month (about US$880), but skilled jobs pay much more.
  • If the company fires you without good reason, they must pay severance money.

How to Renew Your Blue Card

Before your card expires, your employer must ask DSAL to renew the job permission. After that, you can renew the card itself. New machines (self-service kiosks) at the police station make it faster if everything is already approved.

Macao has very low income tax. Many people pay 0% to 12% only. There is a big tax-free amount every year, so most foreigners pay very little tax.

Blue Card and permit fees are cheap – usually MOP 100 to MOP 300 only. But you also pay for health check, police certificate from your home country, and document translation or legalization. Total extra cost is normally US$200–400.

Bring Your Family – Dependent Visa Macao

If you have a good job and Blue Card, you can bring husband/wife and children under 18 years. They get a family stay permit for the same time as your Blue Card. Usually they cannot work, but children can go to school.
